I have been working on a Gplates project for the past year using version 2.20. Upgrading my PC and therefore will need to redownload Gplates again. Would I be able to download the latest version and continue my work on that or would I be stuck with 2.20

You should be able to use the latest version (currently GPlates 2.5) to continue your work.
Project files (and sessions) saved in GPlates 2.2 will load in GPlates 2.5. And vice versa (though of course new abilities saved in GPlates 2.5 will get ignored by GPlates 2.2).
